Care Housing Association (Care) develops Supported Living properties across England for people requiring support. We partner with specialist support providers so all our tenants receive appropriate care and support in order to empower them to live as independently as possible within the community. Care is a Registered Provider with the Homes & Communities Agency (RP number 4672) and works on a not-for-profit basis within the social housing sector. We seek to provide accommodation and housing management services tailored to our customers’ requirements.
Mission and Values
Our mission statement outlines the aims and purpose of Care Housing Association. In 2019 the staff team reviewed this, then it was approved by the Board: Offering individuals requiring support a personalised choice of high quality and sustainable supported homes while promoting independence.
Our core values outline our fundamental beliefs; they provide direction when making when making key operational decisions and when working to achieve our day to day goals.

Board of Directors
John Thomson – John is currently the Chairman of the Board at Regenda Housing and sits on the Board of Guiness Housing Trust. John has over 30 years experience in social housing and heads a firm of chartered surveyors based in Manchester. John was recruited to the Board in June 2011.
Stephen Niven – Stephen is a qualified accountant with extensive experience in industry and commerce. He has been employed for the last 33 years by a major food wholesaler and distributor in the Preston area and is currently Company Secretary and Property Director. As a Property Director he manages a mixed portfolio of property interest with day to day dealings with Landlord and Tenant Act matters, acquisitions and disposals, and leads a specialised team of property professionals. Stephen was recruited to the Board in August 2011 in order that Care HA could benefit from his vast experience.
Roxana Clark – Roxana is a qualified nurse who has worked predominantly in the community with children. She currently works in safeguarding children but has an interest in safeguarding vulnerable adults. She has a son with complex needs who is in a supported living tenancy with Care HA. Previously a board member for a medium sized charity, as a director of Care HA she aims to promote the ethos of the association to service commissioners whilst championing the needs of the client base to the association.
Rosemary Trustam – In August 2015, Rosemary Trustam became a Director at Care Housing Association. Rosemary is a registered social worker, mainly working in the fields of mental health and learning disabilities, for the last 28 years running a charity in Preston supporting adults with learning disabilities in the community in supported housing and social enterprises. She was also on the committee of a national housing association for many years, including chairing an area committee. Currently, she is an Associate Manager for Lancashire Care Foundation Trust; a trustee director of a local learning disability charity Linkability Chorley; is publisher of Community Living magazine ( a quarterly learning disabilities magazine) and a charity trustee director of its charity Community Living Initiatives. Rosemary also coordinates a local learning disability forum in Preston, also having national and regional involvement in the Learning Disability Alliance. She is passionate about people with learning disabilities having choice and control over their lives, including personalised bespoke housing.
Patrick Collins – Patrick has over 25 years in housing; in an operational, management and educational capacity, providing lectures on housing related topics at post-graduate level. With a real passion for housing, and a wide knowledge of the sector, Patrick provides a vital insight into the wider context of housing. Patrick was appointed to the Board in June 2016.
Garnet Fazackerley – Garnet is an Operations Director of Development for a large northwest-based registered provider, with 20 years’ experience in development. Garnet brings extensive experience of property and land acquisitions and disposals; procurement and practical knowledge of Homes England regulatory and funding regimes. Garnet was recruited to the Board in May 2017.
Matthew Eddisford – In June 2012 Matthew was appointed to position of Chief Executive. Matthew is responsible for providing strategic direction to The Association. Matthew has over 10 years experience in housing management, predominantly with larger, general needs Housing Associations and has achieved his MSC in housing practice.
Claire Judkins – Claire was appointed to the post of Housing Officer in April 2015. Claire has experience in housing management, having worked for a large provider in Sheffield previously. Her role has developed to include working with support providers to identify new properties.
Rachael Kaminski – Rachael joined Care as the second Housing Officer in April 2018. Through previous roles Rachael gained experience in housing management as well as supporting young people with autism and learning disabilities to live in the community. Rachael will also be developing Care’s social media.
Claire and Rachael are the first points of contact for all our tenants. They each look after a portfolio of properties which they regularly visit to ensure we are responding to our tenants’ needs and meeting health and safety standards.
Doreen Singleton – Doreen joined Care in January 2019 as a Project Manager to lead the development of Care’s Faster Housing Solutions – a new model of supported housing for us, but Doreen has worked on similar projects before. She is a registered Social Worker and has over 3 decades of experience working for a support provider, which will no doubt be an asset to Care’s staff team!
Karen Taylor – Karen was appointed to the new post of part time Business Support Officer in June 2019. She has a wealth of administration, accounting (and teaching!) experience which will prove very useful for handling many of the back office functions for the Association. Karen is looking forward to learning more about the supported housing sector through this role.
