About Us

Care Housing team Lancashire

Care Housing Association (Care) develops Specialist Supported Housing, predominantly in the North West of England and surrounding areas, for people requiring support. We partner with specialist support providers and local authorities to ensure all our tenants receive appropriate care and support in order to empower them to live as independently as possible within the community. Care is a Registered Provider with Homes England and also a registered charity. We seek to provide accommodation and housing management services tailored to our customers’ requirements.

Our mission statement outlines the aims and purpose of Care Housing Association. In 2019 the staff team reviewed this, then it was approved by the Board: 

Offering individuals requiring support a personalised choice of high quality and sustainable supported homes while promoting independence.

Our core values outline our fundamental beliefs; they provide direction when making key operational decisions and when working to achieve our day to day goals.

Meet the team

Matthew Eddisford

Chief Executive

Matthew Eddisford In June 2012 Matthew was appointed to position of Chief Executive, having joined Care in March 2011.  Matthew is responsible for providing strategic direction to The Association.  Matthew has 15 years experience in housing management, predominantly with larger, general needs Housing Associations and has achieved his MSC in housing practice.

Claire Judkins

Business Development Manager

Claire was appointed to the post of Housing Officer in April 2015 and became New Homes & Housing Manager in 2018.  Claire has experience in housing management, having worked for a large provider in Sheffield previously. Her role has developed to include working closely with potential tenants, families and support providers to identify, source and renovate new homes.

Rachael Kaminski

Operations Manager

Rachael joined Care as the second Housing Officer in April 2018. Through previous roles Rachael gained experience in housing management as well as supporting young people with autism and learning disabilities to live in the community. Rachael’s role has developed to incorporate compliance and to support with operational policy.

Jonathan Slater

Housing Officer

Jonny joined the team in August 2020 as a Housing Officer. He has experience in the supported housing sector, providing landlord services in short-term supported accommodation in his last role. He is the third member of our housing officer team.

Claire, Rachael and Jonny are the first points of contact for all our tenants. They each look after a portfolio of properties which they regularly visit to ensure we are responding to our tenants’ needs and meeting health and safety standards.

Salvo Arcangelo

Housing Officer

Salvo previously worked for another housing provider and in the care sector for the last 7 years so brings extensive knowledge of support needs and vulnerable tenants as well as housing best practice. At the very start of his career, Salvo worked in the retail sector where customer service is a priority. “I firmly believe our tenants should be at the forefront in everything we do. I’m always happy to help others and treat others with respect and dignity. I feel I have a great bond with the tenants and will ensure our tenants, their families, support providers and external agencies are treated with respect and dignity. My motto is I listen I respect I deliver.”

Claire Atkinson

Housing Officer

Claire joined our team in June 2021 as a Housing Officer, appointed to predominantly manage the properties that are outside of the Northwest of England. She has worked within the registered social housing sector for a well-regarded housing association for 11 years, focussing on families and households with general needs and assisting them to sustain their tenancies. Claire is committed to providing excellent service to Care’s tenants and increasing her knowledge of specialised supported housing.

Doreen Singleton

Specialist Projects Officer

Doreen joined Care in January 2019 as a Project Manager. She works on specialist projects for Care, including partnering with NHS England to source very bespoke properties for individuals with high support needs. She is a registered Social Worker and has over 3 decades of experience working for a support provider, which is a huge asset to Care’s staff team!


Karen Taylor

Business Support Officer

Karen was appointed to the new post of part time Business Support Officer in June 2019. She has a wealth of administration, accounting (and teaching!) experience which will prove very useful for handling many of the back office functions for the Association.

Mark Heywood

Asset and Compliance Surveyor

Mark joined Care in July 2020, initially as a part-time consultant but we were pleased he became a full-time employee soon after this. He has over 3 decades of experience in asset management from a number of larger housing providers. Mark has extensive experience in surveying, compliance and property-related services.

Claire Boardwell

New Homes Officer

Claire started at Care Housing Association at the end of September 2021. Claire was previously a scheme manager for a large housing provider which provided supported accommodation for people over 55 years old. Prior that that she worked for Social Services in both hospital and community settings. Her new role as New Homes Officer within the development team means Claire works closely with families, support providers and potential tenants to identify, source and renovate new homes.

Nadhia Khan

Nadhia has over 30 years’ experience in the social housing sector and is currently Director of Customers and Communities at Rochdale Boroughwide Housing. She has strong governance experience, serving on a number of Boards and Committees ranging from very small local organisations to large national organisations such as Home Group and the Homes & Communities Agency, where she was a member of the Equality and Diversity Advisory Group.

Patrick Collins

Patrick has over 25 years in housing; in an operational, management and educational capacity, providing lectures on housing-related topics at post-graduate level. With a real passion for housing, and a wide knowledge of the sector, Patrick provides a vital insight into the wider context of housing.  Patrick was appointed to the Board in June 2016.

Garnet Fazackerley

Garnet is an Operations Director of Development for a large northwest-based registered provider, with 20 years’ experience in development. Garnet brings extensive experience of property and land acquisitions and disposals; procurement and practical knowledge of Homes England regulatory and funding regimes. Garnet was recruited to the Board in May 2017.

Bernard Gallagher

Bernard has had an extensive and varied career in the social housing sector, having been a former Operations Director of the largest national housing group in England, to being the group Chief Executive for both a regional and then locally based housing association in the North West. He is a professionally qualified housing practitioner who holds both a Masters Degree in Administration and a Diploma in Management Studies, is a qualified performance coach and Fellow of both the Chartered Institute of Housing and the Royal Society of Arts. Currently he is the Managing Director of Republica Services Ltd which specialises in providing consultancy support to organisations across the not-for-profit sector. He has previously been heavily involved in working in the field of ‘supported housing’ and was delighted to join the Board and take over as chairperson in 2020 to help contribute to the ongoing work of Care HA.

Roger Parr

Roger has over 25 years of experience working in the NHS. After joining the NHS on their Graduate Financial Management Training Scheme, Roger qualified as an accountant and has worked in various acute and commissioning organisations in the North West of England. He is currently a Care Commissioning Group (CCG) Chief Finance Officer who recognises the importance of the contribution that Care HA can make to the health and wellbeing of our population.
