About Us

Care Housing Association (Care) provides specialist supported housing in the North of England for people with learning disabilities and autism who require support. We partner with public and third sector organisations in the health and social care sectors to provide high quality, sustainable housing designed to enable our tenants to live as independently as possible within communities. Care is a Registered Provider with the Regulator of Social Housing and also a Community Benefit Society.

Mission and Values

Our mission statement outlines the aims and purpose of Care Housing Association. In 2019 the staff team reviewed this, then it was approved by the Board: 

Offering individuals requiring support a personalised choice of high quality and sustainable supported homes while promoting independence.

Our core values outline our fundamental beliefs; they provide direction when making key operational decisions and when working to achieve our day to day goals.

Meet the team

Matthew Eddisford

Chief Executive

In June 2012 Matthew was appointed to the position of Chief Executive, having joined Care in March 2011.  He is responsible for providing strategic direction to the Association.  Matthew has 15 years experience in housing management, predominantly with larger, general needs Housing Associations and has achieved his MSc in housing practice.

Rachael Kaminski

Deputy CEO & Operations Manager

Rachael joined Care as the second Housing Officer in April 2018 then stepped up to Operations Manager when the team expanded in 2021. Her post developed to incorporate policy, project and strategy work, then in April 2022 Rachael was appointed as Deputy CEO, an additional role to ensure continuity of leadership in the CEO’s absence.

Through previous roles Rachael gained experience in housing management as well as supporting young people with autism and learning disabilities to live in the community.

Claire Judkins

Business Development Manager

Claire was appointed to the post of Housing Officer in April 2015 and became New Homes & Housing Manager in 2018.  Claire has experience in housing management, having worked for a large provider in Sheffield previously. Her role has developed to include working closely with potential tenants, families and support providers to identify, source and renovate new homes.

Claire sits on SMT and manages the new business team.

Mark Heywood

Asset and Compliance Manager

Mark joined Care in July 2020, initially as a part-time consultant surveyor but we were pleased he became a full-time employee soon after this. He has over 3 decades of experience in asset management from a number of larger housing providers. Mark has extensive experience in surveying, compliance and property-related services.

Mark is a member of SMT and manages the assets team.

Mark Myers

Property Surveyor

Mark joined Care in February 2024. He has spent many years working in a maintenance environment across a range of disciplines in the social housing sector, the last 20 years being in asset management roles. Mark brings with him experience of creating specifications for client-specific requirements and is passionate about providing excellent standards and sector-leading accommodation. He’s an asset to Care’s team.

Jonathan Slater

Housing Officer

Jonny joined the team in August 2020 as a Housing Officer. He had previous experience in the supported housing sector through an apprenticeship in business administration where his role was providing landlord services in short-term supported accommodation. Jonny has grown and developed at Care and is the longest standing Housing Officer.

Jonny, Salvo and Ross are the first points of contact for all our tenants. They each look after a portfolio of properties which they regularly visit to ensure we are responding to our tenants’ needs, working with partners and meeting health & safety standards.

Salvo Arcangelo

Housing Officer

Salvo previously worked for another housing provider and in the care sector for the last 7 years so brings extensive knowledge of support needs and vulnerable tenants as well as housing best practice. At the very start of his career, Salvo worked in the retail sector where customer service is a priority. “I firmly believe our tenants should be at the forefront in everything we do. I’m always happy to help others and treat others with respect and dignity. I feel I have a great bond with the tenants and will ensure our tenants, their families, support providers and external agencies are treated with respect and dignity. My motto is I listen I respect I deliver.”

Ross Anderson

Housing Officer

Ross joined our team in July 2023 and is based in West Yorkshire (with his dog, Ernie).

Having previously managed an Extra Care Scheme for four years, Ross brings to us a wide experience of working with customers of all abilities, ages and housing needs. Prior to this he was a Project Manager in the retail sector, working in locations across Europe and the Middle East.

Ross is passionate about providing quality housing and ensuring that all residents maintain their independence as much as possible. He is looking forward to promoting these values with customers and partners across his patch.

Claire Boardwell

New Homes Officer

Claire started at Care Housing Association at the end of September 2021. Claire was previously a scheme manager for a large housing provider which provided supported accommodation for people over 55 years old. Prior that that she worked for Social Services in both hospital and community settings. Her new role as New Homes Officer within the development team means Claire works closely with families, support providers and potential tenants to identify, source and renovate new homes.

Chris Woolridge

Contracts Manager

Chris joined our team as Contracts Manager in November 2021. Chris is well known to Care! A joiner by trade, he had several years’ experience working on behalf of our customers for a contractor who carried out maintenance jobs for Care, as well as handling repairs calls. Chris now manages our maintenance contracts for the majority of our properties and works with all our contractors to ensure a high-quality service. 

William Randell

Accounts Assistant

In May 2023, William joined the Care team in the role of Accounts Assistant. He will work closely with the Management Accountant whilst providing accounting support to the rest of the team.

William is bringing many years of accounting experience in both the public and private sector, from fashion to education, and will help expand and improve upon the Association’s finance function.

Andrew Jackson

Repairs Administrator

Andrew Joined Care in February 2024, having previously worked for a general needs housing association. He has worked in social housing for 5 years and always in environments with a strong focus on customer care and support. The personal side of his job is something Andrew enjoys.

Working as the Repairs Administrator for Care, Andrew is responsible for keeping our properties in top condition by offering advice and raising repairs with our contractors.

Paula Bond

Administration Officer

Paula joined Care as Administration Officer in January 2022 to take on a lot of the back-office duties and help support all the team members at Care.  Her role will use all her previous administration skills and help the Association move forward.

Paula previously worked in the care sector as an Activity Coordinator for 12 years in Rossendale, along with running an Activity Forum for the whole of East Lancashire supporting others in the same role. She also co-chaired Dementia Friendly Rossendale for over 9 years but is now looking forward to new challenges.

Board of Directors

Roger Parr (Chair)

Roger has over 25 years’ experience working in the NHS. After joining the NHS on their Graduate Financial Management Training Scheme, Roger qualified as an accountant and has worked in various acute and commissioning organisations in the North West of England. He is currently a Care Commissioning Group (CCG) Chief Finance Officer who recognises the importance of the contribution that Care HA can make to the health and wellbeing of our population.

Nadhia Khan

Nadhia has over 30 years’ experience in the social housing sector and is currently Director of Customers and Communities at Rochdale Boroughwide Housing. She has strong governance experience, serving on a number of Boards and Committees ranging from very small local organisations to large national organisations such as Home Group and the Homes & Communities Agency, where she was a member of the Equality and Diversity Advisory Group.

Nadhia is Care’s Vice Chair and Member Responsible for Complaints.

Alastair Richards

After training as an accountant with the NHS, Alastair moved into the charity sector and served as Director of Finance and Director of Resources with a number of large social care providers before moving to North West Cancer Research in 2017. He has over 20 years of experience in the not-for-profit sector and serves as a trustee on a number of boards including Care’s, a utility trust fund and his local chamber of commerce. Alastair is passionate about addressing health inequalities which exist in the region in order to improve health outcomes for everyone.

Donna Holmes

Donna has 28 years’ experience working in social housing, in both local authority and housing association settings. She has worked for Housing 21 for 18 years, therefore the majority of her experience is in specialist housing for older people.

Donna has extensive strategic and operational experience in developing and providing quality housing, care and support for residents. This experience will, no doubt, support Care HA’s future growth and development.
